Searching Columbia County Criminal Cases
WCCA, often called CCAP, is the free statewide starting point for public Columbia County Circuit Court filings. Accept its accuracy notice, search by name or case number, choose Columbia County, and limit case types to Criminal Felony (CF), Criminal Misdemeanor (CM), or Criminal Traffic (CT). Results can show pending, dismissed, and convicted counts. Open each case and read the charge, plea, disposition, judgment, and any amended judgment.

The statewide screen still depends on a county choice. Columbus crosses the Columbia and Dodge county line, so incident location can matter more than a person's home city. Search statewide when venue is uncertain, then confirm identity through details in the actual case.

Official Background Checks in Wisconsin
Wisconsin DOJ's Crime Information Bureau maintains the Centralized Criminal History database. The Wisconsin Online Record Check System, known as WORCS, accepts adult name-based requests for $7. Search identifiers include name, date of birth, sex, and race. Better inputs reduce false matches, but a result is not a fingerprint identity guarantee. It can omit arrests without supporting prints and dispositions not matched to a fingerprint-supported event. The official WORCS portal handles the request and payment workflow.
WORCS covers Wisconsin CCH information, not every police contact, municipal ticket, federal case, or out-of-state matter. For stronger assurance when reviewing your own identity history, CIB accepts fingerprint-supported requests under its current instructions. Columbia County does not promise walk-in civil fingerprint hours, so call the sheriff at 608-742-4166 before visiting.
Federal self-review uses the FBI Identity History Summary channel, including its electronic order and fingerprint process.
The FBI route is subject-only and has a current federal fee of $18; approved channelers or fingerprint services may charge more. It answers a different question from Columbia County court and sheriff records.

Columbia County Records Reach CIB
A Columbia County arrest can create several files in sequence. The arresting agency writes the incident and arrest report. Jail staff create a separate intake record, photo, and fingerprints. That split explains why a recent booking can exist before a court case and why an agency narrative can survive a later dismissal. Compare the same event by date, agency, booking number, and case number instead of expecting every system to update at once.
Kinds of Criminal Records
Columbia County criminal history is assembled from records with different meanings. A police incident file records reported events and investigation. An arrest record describes an officer's action and alleged basis. A booking entry manages jail intake. None proves guilt. The district attorney's complaint begins prosecution, while the circuit judgment gives the count-by-count outcome. Municipal ordinance cases generally involve civil forfeitures, not criminal convictions.

Wisconsin classifies felonies under Wis. Stat. §939.50 and misdemeanors under §939.51. Circuit Court hears crimes. A city municipal court handles its own ordinance and traffic matters, which should not be relabeled as misdemeanor convictions.
Columbia County Jail or CCI
Portage has two custody systems that are easy to confuse. The Columbia County Jail at Jackson Street handles local intake, pretrial detention, and county sentences. Its secure jail has 165 bunks, while the adjoining 192-place Huber Center serves work-release and related program needs. Columbia Correctional Institution, commonly shortened to CCI, is a separate Wisconsin DOC prison. It opened in 1986 and includes maximum-security units plus a minimum-security unit.

A Columbia County case does not mean DOC will place a sentenced person at CCI. DOC determines placement statewide. A person shown as a community-supervision client may not be incarcerated. Probation, parole, and extended supervision are state-run through the DOC Division of Community Corrections. The Wisconsin Parole Commission makes discretionary parole decisions for eligible older-law cases, while DOC manages field supervision. Court judgments remain the source for the sentence imposed.
Columbia County Criminal Records: What They Contain
A WORCS response can show search identifiers, request time, master name and aliases, demographic details, arrest cycles, filed charges, dispositions, sentences, and some DOC notices. The master name can be the first name used at fingerprinting, not a person's current name. Aliases and fingerprints matter when a name-based response seems unfamiliar.

A WCCA file has more procedural depth, including complaints, hearings, attorneys, bond conditions, motions, warrants, judgments, and financial entries. A balance can include costs, restitution, or surcharges and is not the same as bond. The official court record remains with the clerk.
Columbia County Sheriff Record Requests
The sheriff's records team transcribes reports, processes crash reports and citations, fulfills open-record requests, enters civil process, and prepares investigative reports for the district attorney. Request a sheriff-created record through the official online form or PDF, email openrecords@columbiacountywi.gov, call 608-742-4166 extension 2, mail a request, or visit the East Cook Street counter. Name the incident, date, time, place, report number, and exact material sought. A narrow request is easier to locate and price.

The sheriff does not publish a guaranteed turnaround or blanket copy price. Audio and video can require a written estimate for actual, necessary redaction work, advance payment of that estimate, and payment of any excess actual cost before release. Ask for an estimate before authorizing costly work. City police reports remain with the city agency that wrote them, even if the Columbia County Jail later booked the person.
Driver's Privacy Protection Act data can be redacted unless a requester establishes a permissible use under federal law. Wisconsin's public-record balancing test and other laws can also protect victim, juvenile, medical, informant, investigative, or security information.
Wisconsin Public Access Laws
Wisconsin Public Records Law begins with a strong policy favoring access, but it does not make every detail public or every online view complete. A request must reasonably describe an existing record. The authority need not create a new explanation or answer research questions. Responses are due as soon as practicable and without delay, not under a universal ten-business-day rule. Fees must be actual, necessary, and direct within the statute; location cost generally requires at least $50 of expense, and prepayment may be required when total fees exceed $5.

WCCA is public case information, but the clerk remains custodian of the official Columbia County criminal court file. Confidential juvenile matters, expunged cases, sealed documents, protected identifiers, and some victim-sensitive records will not appear. A courthouse public-access terminal may provide public documents that remote access does not.
Columbia County Warrants Need Verification
The sheriff's Most Wanted page displays selected notices, not a complete Columbia County warrant database. It tells readers to verify current status. Call the sheriff at 608-742-4166, inspect WCCA docket events, or contact the issuing municipal court for an ordinance failure-to-appear or nonpayment matter. Wisconsin TIME is restricted to law enforcement, so there is no public live statewide warrant portal. Never rely on an old poster or docket event as proof that a warrant remains active.
For your own possible warrant, ask privately for the case or warrant number, issuing court, warrant type, appearance or bond requirement, and whether another jurisdiction owns the matter. The right next step may be a court appearance, payment, motion, bond, or another procedure. Confirm the steps before going to the jail because another hold or court order can change the result. After compliance, ask when court and law-enforcement systems will update, then verify clearance through the issuing office.
Do not confront a listed person. Crime Stoppers receives tips at 1-800-293-TIPS (8477), and only law enforcement should act on a warrant.
Restricted, Sealed & Expunged Records
Wisconsin expungement under Wis. Stat. §973.015 is narrower than a broad adult sealing system. For eligible offenses committed before age 25, the sentencing court generally must decide eligibility at sentencing. The offense must meet the statute's limits, including a maximum term of six years or less, and serious violent or specified sex offenses are excluded. Successful completion requires no later conviction, no probation revocation, and fulfillment of probation conditions.
For a qualifying conviction with no probation or incarceration, Wisconsin circuit form CR-266 petitions to expunge the conviction record, with a proposed CR-267 order. The form asks for the Columbia County branch, case number, offense and statute, sentencing date, completion facts, signature, and service on the district attorney. No current Columbia County filing fee was located in the official material, so ask the clerk rather than relying on another county's price.
Expungement removes the court record from public access. It is not a declaration of innocence, and it may not erase every sheriff, police, booking, or CIB record. A dismissal also does not automatically retract an agency report or an already distributed booking PDF. Juvenile matters and other confidential records follow separate access rules.
Columbia County Registry and Supervision
The Wisconsin DOC Person in Our Care or Client Search can show state prison custody and community-corrections status. The Wisconsin Sex Offender Registry answers a narrower statutory question: whether a person is subject to registration and public disclosure. Jail custody, WCCA court history, DOC supervision, and registry status are not interchangeable. A person may appear in one source but not another because each begins at a different legal event.

The registry can search within up to three miles of a Wisconsin address and can display authorized identity, photo, physical, address, compliance, offense, vehicle, school, or work fields. It is not a general risk score or a substitute for the WCCA judgment. Use identifying details to avoid a similar-name error, and never visit an address or contact a listed person. Correcting Columbia County Criminal History
When reviewing your own Columbia County criminal history, make one row for each event. Record the incident number, booking time and name number, WCCA case number, filed charge, count-level disposition, CIB cycle, and DOC status. Missing links often reflect timing or different identifiers, not a false record. A recent arrest may not yet have a court case, and an unmatched disposition may lag in CIB.
Send each correction to the custodian of the disputed field. The police or sheriff controls its narrative. The Columbia County Clerk of Circuit Court controls the judgment and docket. Wisconsin DOJ CIB handles a wrong or missing repository cycle through the response's challenge process. Supply the certified disposition when a court outcome is absent from CIB. If the issue is identity rather than a court result, fingerprint comparison offers stronger proof than a name and birth-date argument.
Do not ask one office to rewrite another office's record. A dismissal in WCCA does not authorize the sheriff to erase an accurate report, and the sheriff cannot correct the clerk's judgment. Keep dated copies because current booking, custody, and supervision displays can change.

Portage, Columbus, and Lodi are Columbia County's three largest incorporated cities by the official 2020 whole-place population ranking. Their police departments keep city-created incident and arrest reports, while municipal channels handle ordinance matters. State criminal charges proceed in the proper circuit court, and applicable arrests can lead to county booking. Columbus crosses into Dodge County, so location can control which circuit and jail records apply.
